Canada CBSA eManifest House bill (eHBL) Requirements for Freight Forwarders (Customs Notice 20-28)

Dear Valued customers,

 

The purpose of this notice is to remind freight forwarders that as of November 1st, 2020 the Canada Border Services Agency (CBSA) implemented system enhancements that allow the transmission of electronic house bills.

Starting January 4, 2021, the use of electronic house bills is mandatory and must be used for all consolidated shipments, if not otherwise exempted.  Although penalties will not initially be assessed for non-compliance, Freight Forwarders are strongly encouraged to transmit electronic house bills to the CBSA as soon as possible. Freight forwarders unable to transmit electronic house bills on November 1st, 2020 are strongly encouraged to develop and implement plans ensuring their ability to do so before the zero-rated Administrative Monetary Penalties (AMPs) and monetary AMPs timeframes.

 

The implementing schedule will be as follows:

 

November 1, 2020 – January 3rd, 2021: Informed Compliance

January 4th,  2021– July 4th, 2021: Zero-Rated AMPs Compliance

July 5th, 2021 and Ongoing: Monetary AMPs Compliance

 

Please note, effective Jan 4, 2021, YM will no longer submit eHBL data for Canada imports on behalf of any Freight forwarders/NVOCC.

YM will generate House BL on behalf of Non-Auto NVOCC to file “Supplementary report” for “FROB Canada shipments” ONLY.
